keep charts unlocked after submitting
It would be helpful to be able to adjust forms for a certain time window before they're locked and cant be edited. that way things can be adjusted or things can be added after the fact in case it's submitted too early, treatment was added, etc. the time window can be set by the admin (3 months, 6 months, etc).
