Allow a user group assigner to assign to a group with settings they don't have
An HR user is responsible for employee onboarding and should be able to assign new employees to various user groups, but they don't necessarily NEED or should have access to the same things, such as client information, that the assigned group would need.
It would help streamline role access for groups to be able to assign to other specific groups (an approved list) without themselves having those same privileges.
