Allow preventing multiple offers from stacking on a single order
Right now, when multiple offers apply to the same order, they all stack automatically. This can lead to unintended pricing and make it difficult to control promotions.
We need a way to limit orders to a single offer or prevent stacking so promotions behave predictably and protect margins.
