Restrict appointments overlapping with time blocks if appointment end time occurs before the end of the time block.
This would disallow an appointment to be booked in the event the end of the appointment would land in the middle of a time block. Currently, if an appointment's end is just processing time, it allows for the appointment to be booked with an overlap of a staff member's time block. This leads to the client being done with their appointment before their provider is finished with their time block (break).
