I think it would be more convenient to have access to create forms or edit them in "MANAGE" and not in "BUSSINESS MANAGER"

Who's genius idea was it to have individual form options for "Create and Modify Form Templates" and "View Form and Chart Responses", etc... then the only way for anyone to create a form is to make them "business manager" and give them access to everything? Nonsense!
